Partial renovation typically involves correcting pH and fertility problems, controlling weeds, and planting seed of improved species and varieties.  The challenge is introducing the new seed so it is able to establish within the existing vegetation. This requires weakening the existing stand with tillage (harrowing or disking) or use of herbicides to reduce competition. In some cases, close grazing or mowing will produce the desired effect.
